Aligning the automated runsheet report email schedule with Australian time zones

As noted in BUG 335293, the automated runsheet report emails for Australian (AUS) venues are being received late. The reports are currently being sent based on UK time zones.

For example, the cut-off time for the "same-day booking" report type is set to 11:00 (AUS time). As a result, the system dispatches the report after this cut-off time. However, due to the time zone difference, 11:00 (AUS time) corresponds to 02:00 (UK time), meaning AUS venues receive the report at 02:00 (AUS time) the following day.

Hence, creating this future planning as a request to support Australian timezone with this report.
