Ability to delete manual payments

Whilst wanting to request a payment, I accidentally clicked 'manual payment'. After speaking to an agent, I was informed this cannot be removed and they explained that it is just a note in the system. If it's just a note, why it cannot be removed? Also, next to it, there is an option for refund. This doesn't really make sense if the payment was never taken through Stripe to have the option to refund it.
