Email notification to the person raising a quote request when the quote is received

Can an email be sent to the person raising a quote request when the quote is received? This feature is available in Access Maintain but not into the Projects Module.
PM's need to know when a request is sitting on the system as they are not logged into Access Maintain all the time. Approving quotes in a timely fashion so that project timelines are met.
