Automatically send emails to guests on the Wait List

I will often set up the wait list feature as my events will often sell out. I'd love to be offer new tickets for those on the guest list, it's hard to keep monitoring the current set up and it's extra work to send out individual emails until somebody responds and is happy to accept the cancellation.
