Variable Frequency PMVs

We'd like to be able to set up PMVs with a variable frequency, based on the outcome of the previous certificate.

For example, if an audit has a poor outcome, we'd like to bring forward the next audit to 2 weeks away. Once the earlier audit has been completed, we'd then like to return to the original six-weekly PMV schedule (as long as the audit has improved).
