Assets to be available in all locations

Many assets are restricted to only be available in the Kitchen, but these assets can appear in many other locations. By restricting asset location, it is confusing for sites when they are logging a job and means they are less likely to log a job against the correct asset, and also to HD when carrying out bulk asset uploads

eg. counter/undercounter fridge units, ice machines, bain maries, any equipment can be stored in the BOH areas
