System Admin option to reset user's passwords with a one time password

To introduce functionality for System Admin's to reset passwords within a user’s account which don't have a working email account. This should include an option that restricts the creation of one-time passwords for System Admin's.

When a user logs in using the one-time password, they must be prompted to create a new, secure password of their own choosing.
