The option for Open Shifts on a published rota to count towards forecasted hours

When publishing a rota, any hours accounted for in the Open Shifts area should be possible for them to be counted towards the forecasted hours.

Eg. A new staff member is due to start but they cannot be added to the rota yet as they are not officially a staff member yet, but i have hours available for them. If the hours could be published as Open Shifts then those hours will still be included.

Eg. I am required to publish a rota for 3-4 weeks time but am yet to know who will be available for those shifts or which staff i will have but i know what shifts i need to fill. I should be able to publish those hours as Open Shifts that count towards my forecasted hours before assigning them to a staff member (and then backfilling the shift).
