Merge tag improvements

Add a merge tag for the active appointment date. At the moment, we are not able to (without manual intervention) add an effective appointment date for a contractual change.

Another request is to add a merge tag for line managers job role, although we can add a line manager merge tag by name, people move on etc.... so a line manager job title would be more appropriate.
