Prevent holiday requests when shorter staffed

Give admins the ability to 'block out' days in advance when they can see that others have time off already, reducing awkward conversations with staff as to why they have to decline their holiday.

A holiday 'block out' essentially stops the employee from being able to request that day off. Manager can manually set this when they know that no more holidays can be accepted.
