Further Permissions for Pay Rates

There should be additional pay rate permissions.

For hourly roles, these should be set to the default rate for that role and seek approval only when an enhanced rate is input.

For salaried roles, new starters or changes, the pay rate approval should be set to a senior role, but in the current set up. For businesses that are high volume, senior roles would be signing off too many hourly team when the requested rate is simply NMW.
