Role Access - Ability to Manage Users with A Different Role

It seems that we have the ability to give roles access to manage team users and users with the same role. However, there does not appear to be an option to allow a role to manager users with a different role.

For example, we would like a specific custom role to be able to manage our Managers. This role has some capabilities that our managers do not, therefore they cannot be in the same role.
