Library to be included in the Bulk Actions area

Currently, allocation for Library is not included in the Bulk Actions area of the Admin Tool. It is confusing how to remove allocation rules from a Library Item so that an allocated piece of content is visable to all users again.

    We plan to add more flexible allocation management tools directly within the editors. This will include making it clearer when items are available for all learners.
