User Group 'All' Tick box option in inclusions section

To make it clearer all users are selected by selecting an 'All' tick box. It isn't clear that no inclusions mean all are included. Also, this would be helpful for bulk actions user groups that don't seem to accept it when no inclusions are selected in the user group.
