Give the customer the ability to cancel and reverse web orders

The customer has reported that currently when trying to delete a web order that has been cancelled by the public they are presented with a message 'This order has been dispatched, You cannot delete this order'.

The customer would like the ability to cancel their own orders.

    I wanted to mention that traditionally, handling cancellations from web orders is something that falls within the capabilities of our integrators. Our API is designed to accept cancellations from web orders, which gives our integrators the flexibility to manage this process.
