Allow different minimum people in tables at different times of the day

We want to be able to have different table/area minimum and maximum numbers at different times of the day, currently it can only be set by day. This is so we can allow smaller groups to auto-confirm at off peak times during the day and keep the peak times available for bigger groups to auto-confirm.
