Ability to archive/expire pre order menus

Ability to archive pre order menus that are out of date, rather than delete completely - as if deleted they remove the items from orders already made that have been agreed. Similar to how we can archive booking types. OR add an expiry date, like we do on our listings pages for menu PDFs.
