Drag and drop employee name on rota onto Vacant Shift or drag and drop vacant shift to employee to quickly assign a shift

Currently a manager can click into the vacant shift on the rota and choose a name from a drop down list to allocate the shift to.

This change would be to have similar functionality to the drag and drop shift functionality recently introduced to allow for a manager to drag the employee name from the left hand side of the weekly rota view onto a vacant shift and then have the vacant shift move to the employees shift on that day.

Alternatively, we could extend the drag and drop functionality to cover the vacant shift section also and allow a manager to drag and drop the vacant shift onto an employee's open shift.
