Include unit status or allow for a setting to determine whether closed units appear in the Attendance Instructions Templates

The Attendance Instruction templates accessed from Admin > Add/Edit Units > Unit Instructions Import include both active and deactivated units. The ability to show a status of the unit in the template or allow for a setting to control whether closed units are included.
This will allow users to have the ability to see only the active units or both and allow them to focus on which units are open should they need to update the attendance instructions for the open units by them being easily identifiable.
