Facility to edit capital orders when they are Delivery Due or PPO Due

We have had the challenge that some orders where they need to amend the costs, such as a delivery charge on an order. Currently we are not allowed to edit this on capital orders until it is approved, whereas on repair orders you can edit at any stage. We are therefore having to set reminders to edit the orders once the items have arrived which is not ideal.
