Mobile app function for engineers to allocate jobs from a venue they choose

On the mobile phone app, when engineers go into a venue to scroll and look for jobs they then cant allocate to themselves, they can only allocate from the main list which has every venue attached.
From a business point of view it causes unrest between the engineers as they are frustrated they keep having to scroll through the main list rather than their specific venues. This leads to slow productivity from our operation and slow reacting time between jobs for stakeholders and customers.
Our engineers are struggling on the app to go into a venue and allocate jobs to themselves. Which becomes very frustrating as the engineers have specific venues they look after. Leading to a timely task of scrolling through the main list of jobs that have venues scattered about the list.
