Disable quotes for child assets

When quotes are requested on the back of a callout, if it is a callout for the individual asset, only the repair quote can be raised, which means that capital budget can't be allocated.

This results in the customer having to cancel the repair quote order and re-raise new capital quote, in order to use the correct accounting type.
