Self-Serve Appraisal Allocation

The allocation should be on the manager to allocate when they access appraisals based on a permission. The manager would go to appraisals select the employee they would like to complete the appraisal for select the active appraisal this would then trigger the assign and it would also allow for multiple assigns whenever the manager see's fit. Multiple assigns has been a common theme with clients recently wanting the employees to complete appraisals whenever they see fit and to complete multiple over the year.
