PMV certificates to be viewed after a stie is de-activated

At the moment you can see the PMV certificates only if the unit is active or you can see the PMV certificates only for the paid orders from de-activated units.
Would be helpful to be notified/informed before a unit will be de-activated about these PMV certificates so that these can be downloaded before the site is completely de-activated.
This will help when a PMV requires to be changed due to a major change of the unit such as a relocation.
