Contractors to be able to reduce any order

Contractors should be able to reduce any order, rather than having to refer some of the orders to the 'clients' to reduce and in the instance of Quoted Works - the 'client' is then unable to remove the query until the Contractor presses 'Submit Justification' which creates several wasteful steps - the Contractor is unable to reduce the cost, but the client is unable to remove the Query without a workaround.

Callouts - Works fine
PMVs - Works fine

Max Value Quotes - Does not allow the Contractor to reduce / also does not allow the Client to remove the Query without doing a work around ( one example making the order live, then cancelling the re-visit marking as complete) - but does allow the Contractor to request Extras without issue or extra workaround steps
Fixed Price Quotes - As above under Max Value Quotes

    An option to amend cost down would be really useful, especially if a quote has been submitted based on worst case scenario and then perhaps a part has not been needed, needs to be deducted. This would save a lot of emailing outside of the system from a supplier point of view and less admin for the client. This would also be beneficial as no email is generated to alert to query, it is a case of remembering to check on login.

    Would be great for this to work as described, this would allow to reduce time spent in doing reductions for me as an end-user / client.
