Allowing multiple user groups to receive email notifications for callouts/quotes etc

On Access Maintain we'd like to be able to enable a function that allows multiple user groups to receive email notifications for callouts to release etc. Currently we have it set up and only one group can receive. We tried callouts to review but as there was no review button this just complicated things and meant going through the release process twice by two different people.
