More flexibility on the Flagging tasks setting

At the moment it's only possible to have the flag task as not applicable setting on all tasks (or none). Not all tasks should be possible to flag so we don't want to enable the feature at all at the moment.

It would be useful to be able to give the option on some (lower priority) tasks so that team members don't have to go through and complete tasks that are not relevant due to reasons out of their control. Ideally, we'd also be able to set permissions, so that only users with the appropriate permission can use this feature.
