Users with task manager capabilities to be able to create tasks with the 'Flagging' option

If a user has the capability to create their own tasks, the option to enable that task to be 'flagged' is not present.

If a user has created their own task, i'm requesting that they should also be able to flag that whole task when necessary.

Example: A user creates a task that is to clean a specific area of a site such as a camping barn.

But the camping barn has not been used that day so does not need cleaning.

If the Admin had created this task, i could set it as flaggable, but because the site manager has created the task, they can't set it as flaggable.
