Ability to filter user list by site, and by user level

At times we would like to filter by all user at a particular site or by role to help us (more easily) keep the user list well managed. This would make it quicker to do than using find on a user's email address or name.

    We've now introduced a site level filter to the user list page, which you'll find on the left-hand side (similar to the Manage Tasks page.

    We will follow up with a filter for area level and user role soon.
