Assign tasks to a particular user

Some tasks (such as training or Management tasks) would be better suited to being assigned to the individual(s) rather than being available to all team members (or Managers) at a site. This would provide us with more traceability for these sort of tasks.

It would also help us to give 3rd party users access to tasks we need them to submit in the system, without giving them sight of all of our tasks (such as Auditors, Consultants, Maintenance etc.)
