Use Picklists when setting up event

When setting up a new event, an administrator is currently expected to know the names of the events, the names of the venues and the names of the trainers off heart. It would be good to implement functionality to pick from a list of events, venues...

Hide archived users to tidy up 'Users' page

When we're archiving a large number of users, the page starts to get a bit messy at the bottom. If they were hidden but still accessible, it would make it a bit easier.

On top of the restriction setting at a task level, we would like to be able to apply the same setting to individual fields added to a Record Log so that users are not able to upload an old file when completing the form.
