Ability to assign tasks to Admin level users

Admin users at smaller sites may also need to complete tasks, so assigning tasks to themselves will help with this (rather than requiring a second login or missing out the assign feature).

To be able to pin certain tasks to the top of the trail, or in a vertical ribbon.

About making it more easily discoverable e.g. a weekly task that, because they sit at the bottom of the task list, can easily be overlooked. Examples in practice - Slack pin to channel, Outlook pin to top/'to do' feature
