Collins - Use 12 hour clock across Collins for venues in USA

Collins uses the 12 and 24 hour time format inconsistently across Admin, Booking Widget and Checkout. However, users in the USA are not accustomed to the 24 hour clock (military time) and so it should use 12 hour (AM/PM) format uniformly in this region.

    Date and Time formatting within Access Collins can be selected based on personal preference from within the "User Preferences" options.
