Primary contractor by site

Currently with contractors located in Zones, and Primary contractors being assignable by said zones, we struggle to allocate specific prefered contractors to sites. This is quite a challenge with businesses that have a large amount of sites inside say Zone 1. We would like to be able to go to the next level down of primary allocation and set this to specific sites inside a zone.

This also can be used for times when we have new builds and we want to route call outs initially to a specific contractor, but still with the option to divert to different contractor if needed.
