Approved only filter to the Unit spend vs budget report

Please add an Approved only filter to the Unit spend vs budget report, so it shows a true snapshot of actual unit spend vs budget for the current period.

At the moment, the report includes committed spend, which can be misleading because committed works are not necessarily going to be invoiced in the current period.

This would align the report with the Spend report’s Approved view (approved orders in the current period), but keep the budget alongside it in one place, so we do not have to export and manually match budgets in Spreadsheet software.
